Windows 10: "Start Tagging" is not available in Microsoft Photos Legacy

I am trying to organize my photos by facial grouping. For some reason the "start tagging" option is not available. I have enabled the "People" option and also reset the App as suggested in other threads. So far I have not been successful. All pictures are visible under "Collection". Would appreciate any ideas or an alternate solutions! Thanks for your support!

Thank you for writing to Microsoft Community Forums.

Title is used to get more information about the content, different documents will have different title.

You can add same tags for documents with different title to group them to together, which will help in searching the file with same tags. I suggest you to follow the steps mentioned below to add tags or title to your image.

Steps:

1. Right click on the Image or photo you want to tag.
2. Select Properties.
3. Select Detail tab.
4. Under Description section, select
   tags or title.
5. Add your tags or title and click on
   Ok.

Note: You can add more than one tag to the same image or photo.

"Start tagging" button in Windows 11 Photos Legacy does nothing

This thread is probably classified under the wrong Product, but I'm not sure where else to put it.

I'm on the most recent version of Windows 11, Automatic Updated as of yesterday December 18. When I go to the People tab in Photos Legacy 2022.31110.30002.0, the "Start tagging your friends and family" message and "Start tagging" button from the old version of Photos when your People tab was empty are present despite many, many faces (correctly) appearing below. These faces, however, have photo count numbers but no names. When I click the "Start tagging" button, however, nothing happens -- The "searching" animation from older version of Photos which indicated activity doesn't appear and the button doesn't become disabled. There also doesn't appear to be a way to name a person after you double-click on their image to go to that person. Is tagging no longer possible?
