Windows 10: start ,taskbar , and action center button greyed

so i want to change taskbar color to custom but the button start, taskbar, and action center is greyed out and i cannot press it. can someone help me make it functionable?

I cannot select start, taskbar, & action center in color settings.

I also have this problem.
Upgraded to 1903 2 computers, and the "Start, taskbar, and action center" is not grayed out.
Clean installed 1903 on another PC and there it IS greyed out!
Tried suggestions above without success.

Action Center Greyed out in Windows 10!

Hi, I recently upgraded my dell laptop from windows 8.1 to windows 10. I loved the action center button present on the right side of date and time in the taskbar. But suddenly I don't know how, it disappeared from there. I tried to find a way to bring
it back by going to Start button\Settings\Personalization\Taskbar. I scrolled down to the heading "Notification area" and found the option "Turn system icons on or off". When i clicked it, it showed that Action Center is on but it is greyed out and not found
in the Taskbar. Please show a way to bring it back. Ty.
