Windows 10: Start Tile Layout

This is about start menu customization that is on a "Golden Image" and pushed out to Horizon virtual desktops. Hopefully this is the best forum for it! When building my images I have always used powershell Export-StartLayout and Import-StartLayout in order to provide a custom tile layout. Whenever I needed to update the image and make a tile change, I would just update the tiles on the golden image and repeat the Export-StartLayout and Import-StartLayout and push out the new image. However earlier this year we created a new image with 1909, and we also changed from Microsoft roaming profiles to FSLogix profile management. Since then I cannot update or modify the tile layout. The first time I deployed the image it worked as expected, but now when I re-apply a modified startlayout.xml it works on the golden image but it does not modify the desktops. In addition to using Import-Startlayout, I have also tried using both local and domain group policy. I have also tried using the registry. It is all documented in this tenforums tutorial .
I have also tried resetting the start menu by deleting the CloudCache reg key, but that does not work either. It seems like somewhere the tile layout is cached and I cannot change it. I am about ready to just disable the tiles all together!

• Is your computer connected in a domain?
• Which build of Windows 10 are you using?
• Have you tried the steps given by DaveM121 on a different user profile?

Adding OneDrive tile to start menu .xml with GPO

Thank you for getting back to me but I have seen that suggestion which will not work for me. That steps suggested to do it manually which I'm trying to pin it to the start layout tile using .xml file via GPO. Below is the path where the OneDrive shortcut
that I'm trying to pin to the start layout tile.
