Windows 10: Start up

I am having an issue with my pc stsrting up. Everytime i turn it on it a blue screen appears saying that it could not start up correctly. I have tried restoring to an older system when it was working but apparently i do not have any saved. When i go in safe mode it allows me to sign in but i cannot create a new save point without internet, and also the tab is missing from the system properties menu. It only has; computer name, hardware, advanced and remote. Please help me solve this!

I would suggest you to try the following steps:

• 
  Click Start icon and click Settings
  
• 
  Choose Personalization, click on Start
  
• 
  Turn on “Use start full screen”
