Windows 10: Started offline scan - computer not restarting after shutting down for reboot.

I've had some unusual behaviors, most notably Chinese characters started being used in some apps rather than the English that I have as the only language enabled. I ran a full scan and removed an issue that was found but wanted to do the deeper, offline scan as this had happened a few months ago, was seemingly fixed with the scan, but restarted last week.I did the full scan which took about 2 days to complete, deleted the PUC: Win32/?? I don't remember the name but it allowed autodownloads from browsers/ads, then started the offline scan to try to get rid of the problem.Now it is been stuc

Unable to start Windows Defender offline scan

When attempting to start an offline scan in Windows Defender, the following happens:

• I am prompted to save my work and warned this will restart my computer
• I click "Scan"
• The advanced scans window is shown, with "Time elapsed:__" and "__ files scanned" left blank. As well as an empty grey progress bar.

The computer does not restart, even if waiting the suggested 15 minutes. Nothing happens. How can I fix this?

(I've seen there are one or two other threads related to this topic, but I didn't see any actual resolution and the comments seem to have dried up)

Random shut down and restart??

Computer: Intel (R) Pentium (R) Dual cpu
E220@2.406hz
2.42 GHZ, 2.00 GB of RAM
Windows xp

Ever since I replaced the fan (with heat sink) the computer has randomly shut down and then restarted, at first during streaming, and now, will shut down and restart anytime. I tried to replace the graphics card to no avail. *Confused *Mad

One suggestion was to replace the RAM.

Any suggestions on how to repair my computer?

Okay that sounds kind of like what Glen said. Except I'm for Glen or perhaps you to tell me where to find the Feedback Hub is so I can report it. I'm not much of a techie!

I did the other steps you suggested before I tried scanning it offline yesterday-except for the part about rebooting the computer after doing updates.
