Windows 10: Startup screen not consistent

Hi, My Dell Vostro running Win 10 update 10.0.18362.267 has a problem with opening the same screen each time. Some screens open and lockup with an out of focus picture. I have to shutdown and start again.

Can't get GPU-Z to start with Windows 8.1 startup

I'm not sure how to do that. Could you list the steps for a noob?
