Windows 10: Startup Settings doesn't appear when I restart my computer from the troubleshooting options

When I press restart in the startup settings menu, my computer doesn't restart and instead fails to display an image. My fans are still running so I know my computer is still on, but I have to turn it off and back on again at which point it boots to the normal windows start screen. I'm trying to enter safe mode but I can't get to the restart settings to access it.

Can't get GPU-Z to start with Windows 8.1 startup

I'm not sure how to do that. Could you list the steps for a noob?

 

my 3Dprinter doesn´t appear

My 3D printer doesn´t appear on when I open 3D builder on the left popup to choose printer.

Is it need to do any previous step?? I thought It was plug and play. the printer is an UP Plus2 from Tiertime so, it is one of the recommended partners manufaturers. any message of error just doesnçt possible to send the prin.

 

Pc problem, randomly doesn't turn on sometimes.
