Windows 10: Startup Settings has disappeared from the Troubleshooter in Windows 11

I just performed a clean install of Windows 11 Pro on an unallocated M2.NMVe SSD from the Installation media USB drive.I entered Windows Update, expedited, and am up to date.I then held shift while clicking restart, entered the the troubleshooter advanced options, and Startup Settings is not on the menu.I shutdown and powered on.I then went into Settings\System\Recovery\Restart now, entered the troublershooter advanced options, and Startup Settings is not on the menu.I booted into the Installation Media and entered the troubleshooter advanced options, and Startup Settings is not on the menu.

Windows 11 safe mode boot missing Startup Settings option

We are deploying new desktops with Windows 11. I was writing up procedures for booting in safe mode in Windows 11. There were many options to get to Troubleshooting option but all methods had steps :

1. After the computer restarts to the Choose an Option screen, select Troubleshoot > Advanced Options > Startup Settings > Restart.
   

When I select the Troubleshooting option, my Advanced Options screen does not have a Startup Setting option. My only options are Startup Repair UEFI Firmware Settings

Command Prompt System Restore

Uninstall Updates System Image Recovery

How do I boot my Win 11 PC in safe mode from a cold start?

This might occur if some of the startup setting got corrupted and Network driver is outdated.

I suggest you to try the below steps and check if it helps.

Step 1: Perform StartUp repair.

Follow the below steps:

• 
  Press and hold Shift key and
  restart your Computer.
  
• 
  Select Troubleshoot.
  
• 
  Select Advance Option.
  
• 
  Select Startup Repair.
  
• 
  Follow the on Screen instruction.
  

Step 2: Update network adapters.

Follow the below steps:

• 
  Press Windows + x, select
  Device Manager.
  
• 
  Right click the Network Adapter drivers.
  
• 
  Select Update driver software.
