Windows 10: Steam downloads start and stop constantly; game installs take take 7+ hours

I've been having this issue where, when I try to download a game from Steam, it will start at full speed for maybe 20-30 seconds, and then it will drop to 0 MB/s. It will go back up to insanely slow speeds for a few seconds before dropping completely again. This has made it near impossible to download any games. Installs take easily 7+ hours and I've just been dealing with it for the time being.But recently I decided to do some research into the issue. I have tried EVERY SINGLE STEAM RELATED suggestion. And I mean every single one. Change region, clear download cache, limit bandwidth, stop Dia

No problems with the internet connection, been able to update and install any other software.

No error codes, the problem occurs within steam but not a problem with the software itself.

When installing/updating a game the download will stop / start making downloads take significantly longer.

This never used to be an issue until I updated windows 10 about a build or two ago. And, has never been and still not an issue with Windows 7...

Tried your suggestion above, uninstall and run compatibility mode windows 7 with no luck.

Have tried a number of suggestions from the steam community with no luck either:

change region

change download speed

uninstall / reinstall

delete download folder

delete steamservice.exe

stop/disable steamservice.exe

Any other suggestions would be much appreciated, as mentioned earlier don't believe its a problem with steam software but perhaps I'm wrong!

The steam client for downloading PC games has stopped working correctly where it used to download without issue about two builds ago.

Downloads used to be continuous but now stop and start intermittently. Making a 30 min download about 4-6 hours. Checked workarounds and no fixes available through steam.

Yet steam works perfectly when I login to windows 7 without any issues.

Seems more like a Windows problem than a Steam one.

Please help, this is the only thing preventing me from ditching Windows 7 altogether.

Steam does not install from disk?!?!

no you're doing steps 1 and 2 wrong. steam creates the directory, you stop steam and then you install the game from the disk to that directory.

also steam must be off, not in offline mode but off, aka no steam services in the task manager when you install the game.
