Windows 10: Steam game only works when I switch windows users

So I bought the Elder Scrolls Online via Steam. However, when I tried to play the game it would get stuck on the launcher. Elder Scrolls Online support recommended I create a new windows user account and try running the game with that account which ultimately worked. Now I'm just trying to determine what the underlying problem is with my main windows user account that was inhibiting the game from running.

Steam games do not work after latest update
