Windows 10: Steam games not running, task manager not responding, and problems with user profile...

I just bought and built a new PC and I am having some problems. I can open steam but when I try to run any games it launches and immediately freezes. I'll close the game with task manager but then it will stop responding and steam will say its still running. If i restart 2/3 times it'll say "the user profile service is not responding. User profile cannot be loaded." I'm running AMD Adrenaline and it says my drivers are up to date along with steam and windows 11. Any ideas? I'm tempted to just restart and install windows 10.

Task Bar, Task manager and apps, all not responding, Windows 10

step 1 worked a dream. Had earlier tried everything suggested in these forums. nothing had worked to solve the problem. The media creation tool as suggested in step 1 did the trick. - it took several hours, but worth it.

ps. original complaint - non responding - and task manager - blank or useless.
