Windows 10: STEAM NETWORK USAGE PROBLEM

Hello, so i was having a problem while downloading steam games, i checked in task manager steam is only using 10% of network usage, also i tested my internet connection at speedtest.net, surprisingly i got a Download Mbps Speed of 623.69Mbps, and 197.85Mbps of Uploading Speed. So whats the problem in this?

Ahh Gzero just told me he had the same problem.

Earlier on steam was doing an update to the network and I had no friends but it told me they would get friends list up and running ASAP, an hour later its back.

So I'm guessing that some people have not been sorted out yet or something.
