Windows 10: Sticky Notes don't open all are opened individually

When I click on Sticky Notes & maybe I have 6 Stick Notes, sometimes only 4 opens & the rest I have to manually open them. Sometimes 2 opens & the rest 4 Sticky Notes I have to manually open them. I have the last update of windows & Sticky Notes. This bug lasts for 1 Year, after the update which made the sticky notes don't open in one tab but every tab has it's own Sticky Note.

Sticky Notes app opens a bunch of notes everytime it's used.

Every time I launch the sticky notes app it will open additional sticky notes along with it. Even if I close each individual note it and then close the notes list it will open the notes again the next time I launch the app. How do I permanently stop the
sticky notes app from opening individual notes when the app is launched?

White Sticky Notes window opens with sticky and cannot be stopped

I did what you suggested. I also tried both repairing and resetting the Sticky Notes app, and nothing changed. I'm still getting the main white window every time I open a new note if one is not already open. If I right click on my start menu shortcut and
click on open new note, I get the white window and two new notes. If I right click and select notes list, I get a single note along with the white window, which I'm pretty sure now is the notes list.
