Windows 10: Still getting Error 0x80070015 in Windows Update

Hello, I want to upgrade my windows to the latest version but the updater had an error [ Error 0x80070015 ]


I have runned the troubleshooter and still get the Error 0x80070015


While I'm at it, the Microsoft Store wont install any apps in my pc, it doesn't give an error code. I still run the troubleshooter and still doesn't install anything.

Delivery Optimization is off and those registry keys don't exist.
I downloaded Windows Repair 2018 from tweaking.com. I'm not sure I have the right tool.
Item #17 is Repair CD/DVD missing/not working.
Item #26 is Set Windows Services to default Startup.
Were those item numbers the exact items you want me to run or just random numbers off the top of your head? Also, does that need to run in safe mode as the program tells you when it starts up?
The Windows Update MiniTool failed to install updates with the same error. (0x80070015)
There was a different error listed on the overall updated Failed list. 0x80240022)

I tried this and the error still comes up.
