Windows 10: Stolen Laptop

Hello there. My Laptop is stolen a week ago.

I keep tracking through Find My Device option in Microsoft account. However, it still only show the last known location and battery life the day before the theft. Lock the Device option returns no effect and it says it will notify me by mail when the device is located.

I changed the password already as soon as it happened.

I am starting to believe that the device has been already flashed from the Bios.

My question is: since Microsoft Account detects the device serial number, if someone else installs a new windows and user credentials, would it still detect its location on my Find My Device and Lock it effectively?
