Windows 10: Stop code watchdog/driver power state failure loop and preparing automatic repair

My computer is in a "preparing automatic repair" loop for the last 11 hours. Every so often a blue screen comes up and it says "Stop code watchdog" or "stop code driver power state failure". All the answers I find online to fix this requires me to do some changes in the settings of my computer but my laptop does not let me access any app. Its stuck in the blue screen or the dell logo with the "preparing automatic repair".How do I fix this?Thank you

Stop Code: Driver Power State Failure

On 3/12/17 I started getting recurring issues with the blue screen and error Stop Code: Driver Power State Failure - while watching Netflix. I searched the internet for an answer and have tried the suggestions of uninstalling the updates from 3/12/17 and
2/12/17. But a) I am not able to uninstall all of them, and b) it hasn't fixed the problem... now what?

 

Preparing Automatic Repair loop

1) I created a USB boot disk via the Media Create Tool.

2) Powered on with that drive and it was indeed selected as boot. It blinked during startup but again went into loop. Similar to "Preparing Automatic Repair" loop except no such words. The loop now consists of just the Dell splash screen and a half circle
of dots below. Repeats forever.

Have I missed something or done something incorrectly? Any other suggestions?
