Windows 10: Stop new window from going to the background

When I open a new window web browser, File Explorer, etc. it will often open for <1 second and disappear to the background, not minimize but just hide behind another window that I have open. If I'm fast enough to click on the window before it goes to the background then I can prevent it from doing that. This has been an issue for years, it's really annoying and I can't figure out how to make it stop. I'm running Windows 10 Home and I don't have the option to upgrade to 11.Any ideas?

select the screenshot you want to send, and then press Enter.

11. When you’re satisfied with your feedback, select
Submit.

As a workaround, I suggest you to change the desktop background/ remove the desktop background and check.

I suggest you to create a new user account and check if it fixes the issue. Refer to the steps below to create a new User Account:

• Go to Settings.
• Choose Accounts and then select Other User Accounts towards the left.
• Select Add an Account.
• Enter a user name and hit Next.
• Click on Finish.
• Sign out from the current Account and Log into the new account.
• Check if issue persists.

3d display stopping in background

When I have another window in the forground, the background ATI TOOL .24b stops rendering. I sometimes want to stress the card while I am doing other things. I am running 2 monitors and enableing it to render in the "background" would be fantastic!

Currently it only renders if I move another window around, as soon as I stop moving it, it stops rendering.
