Windows 10: strange BSODs that only occur when my maximum processor state is set to 100% and under no load

hello, i have a ryzen 5 3600, asrock b550 steel legend, 2x8 gbs patriot viper 4 3200 mhz memory, logitech g502 and g512, xbox 360 controller and sound blaster play! 3.i built this pc in late april, it ran for a few weeks then one day the motherboard died. i sent the pc out for a replacement, the retailer who i bought every part from got the motherboard replaced and sent it back and it came back with the same installation of windows. thats when it would start crashing. i reset it once using the reset this pc feature in the settings but it didnt fix it. at the end i settled for it running at 99%

Why is the default maximum processor power state of power saver 100%?

Thank you for posting your query on Microsoft Community.

Your Minimum Processor State option to above the minimum (such as 50%) is if you are running very CPU intensive programs and they would not function well at lower CPU states.

Processors do not require a steady stream of information to function at a certain speed. For example if you have a 2.0ghz CPU and you set the minimum processor state to 50%, the lowest it will ever drop to is 1.0ghz, even at idle.

With your minimum set to 50% and maximum set to 100%, the actual speed it runs will stay between those two values and current battery life amount will factor into what speed it chooses to run at with an average of 75%.

If you set your minimum to 5% and maximum to 100% it will drop extremely low to preserve battery life.
