Windows 10: Strange FPS and visual tearing

For the past 2 weeks, I have experienced intermittent issues regarding FPS dropping/fast screen freezing. It occurs every once in a while, primarily at night for some reason. The freezing will occur roughly every 0.5s. It will visually halt any movement on the screen for maybe 0.1s before catching up to where it is supposed to be.This has been occurring on both monitors, I have two, so it does not appear to be a display driver issue. I have also run numerous tests on the CPU, Graphics card, and Memory, all of which indicate that everything is perfectly functional, even when distortion is happe

That did not help, I put the profile inspector to 60 fps and it stayed in the 40's when my pc can normally go up to 200 fps also the tearing did not stop.

I’m assuming you are attempting to turn on v-sync for Firefox, the thing that often causes screen tearing?
