Windows 10: Strange issue with notepad.exe under clean w10 install 20H2.610

Hello.

I have just formatted this pc twice now. It's having an issue where notepad.exe stops loading. You just double click on it and it seems to load but nothing happens.

I remember to see it working properly as soon as w10 was installed, but it stops working after a while. I do not have anything fancy installed so it is puzzling. *Rolleyes

Tried booting into safe mode: No difference.
Tried disabling MS Defender real time protection. No difference.

I am now running AdwCleaner, Malwarebytes and something else (possibly a online ESET scan from PE environment), but it is a clean installation. It should not have any infection.

Ideas?

PS - I also tried w10 Windows Update drivers vs manufacturer's. No difference either. Everything else is working as best as it should.

Clean Install Workaround for Vista

You may remember this news story on techPowerUp! a couple of days ago relating to the lack of clean installs when using the Upgrade Editions of Vista, which required an old OS to be installed. However, Paul Thurrott has managed to find a workaround for this issue, which ironically lets users do a clean install Vista without any previous version of Windows, albeit a little tedious. Here are the steps:

• Boot from the Windows Vista Upgrade DVD as normal
• When prompted for a product code, leave this blank
• Select the version of Vista you have purchased and let Vista install
• When you boot to your desktop for the first time, run the Vista setup from Windows
• This time enter your product key
• When asked whether you want to do an Upgrade of Custom install, select custom and choose a clean install
• Windows will now install for a second time and you should be able to activate it

Remember, these steps are only advised for use in order to achieve a clean install of Vista, it is only legal to use the upgrade editions if you have previously purchased the appropriate version of Windows.

20H2 In-place upgrade cant keep personal settings and files on 20H2 clean install

When trying in-place upgrade on a clean windows 10 pro 64 install I cant keep personal settings and files, only option is to keep nothing.

It says maybe my windows is installed in different folder / older version of windows.

- The same again on a second fresh installation of windows 20h2 on my system.

- Both on SATA drive and on new clean NvMe in RAID 0 config.

- Reseting bios does not help

- sfc, dism, - no change

- windows is installed in default folder

- everything was/is on default

- never had this issues prior to 20H2

- I use latest 20H2 iso version, downloaded multiple times with same results

Wu - 1909-2004-20h2

I just upgraded my desktop PC from v1909 to v2004 and had two issues:

1. Couldn't log on to Cortana with my usual MS account - Strange Cortana Login Issue
2. PUA option turned off in Defender settings with the notice this setting is managed by your administrator. Solved by running this file available on the forum Default_allow_set_Windows_Defender_PUA_in_Windows_Security.reg
