Windows 10: Strange Problem I Encountered Last Night

hey,I have a strange issue to report that happened to me last night. The task manager was showing my CPU running below base speed even under load. I also went to check the CPU temperature in various monitoring software. I came to find out all the programs were showing the CPU temp at 64 degrees which was not fluctuating at all. I checked in 3 monitoring programs and they were all showing 64 degrees with no change or fluctuation. I ended up resetting the computer and guess what. Strange boot problem

I am trying to get my head round the 6 steps above before having a go. If you can expand on them it may give me a bit more confidence. I cant lose the whole contents of my PC.

suggestions rather than having you repeat unsuccessful steps.

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.
