Windows 10: Strange recovery loop

Okay so, my pc is stuck in a recovery loop. Ive tried to do that cbdedit thing and get the screen to go away from there, but that just gave me a different screen. From what ive looked at, seeing that over screen means that something in your computer is missing/corrupted, and if thats the case then i really hope that i dont have to factory reset or something, i dont want to lose everything on itIs there any other way i can fix it? Ive tried many ways and all of them didnt work.

Are you able to Windows recovery environment?

I suggest you to create a Windows 10 installation media and perform a Startup Repair on the device and check if it helps to resolve the issue.
This is an alternate way to boot the device and run recovery tools when something goes wrong with the Operating system.

Please follow the steps below to do Startup repair:

          Insert the installation USB drive
          and boot Windows 10 from it.
          
          If you don't have one, you can Create an installation Media.
          
        • 
          In the ‘Windows setup’ page select the ‘language to install’, ‘Time and currency format’
          and the ‘keyboard or input method’ and click on ‘next’.
          
        • 
          Click on ‘Repair your computer’ and select ‘Troubleshoot’.
          
        • 
          Click on ‘Advanced options’ and select ‘Startup Repair’
          and select the operating system.

HP Laptop Boot Loop

I am encountering a boot loop problem with my HP laptop. Upon startup, it shows the HP logo and loading dots for about 11 seconds, then goes to a blank screen for approximately a minute before automatically restarting. The power button does not turn off during this cycle.

Troubleshooting Steps Taken:

• Tried hard reset and accessing BIOS/UEFI settings.
  
• Unable to boot into Safe Mode or recovery environment.
