Windows 10: Stuck bootloop after factory reset

I recently factory resetted my laptop because it was running slow and just full of junk and after waiting for the entire thing to work it was at the step where it says "updating now, pc may restart a few times" but it just kept restarting over and over and it would flash that message for a split second after the boot animation and the loading circle that's says "welcome" i tried forcing it to go to recovery mode by restarting it a few times but it didn't work at all. Please help!

My dell laptop was cloud factory resetting and got stuck at 30% and it shuts down and now bootloop is happening and have tried diagnostic and all green or bootloop settings but no different

My dell laptop was cloud factory resetting and was stuck at 30 until night and my mistaken pressed the power button but now laptop is bootlooping .I tried to diagnostic but everything was good and also ran into bootloop settings but it is still on bootloop

So the Factory reset has been stuck at 2% for the last 8 hours.
