I went back to my old question post and followed the instructions but this time my laptop fails to complete system restore. Stuck in a loop where my laptop keeps freezing at 99 percent when updating, cannot start safe mode

Yesterday I saw that there was a yellow icon alerting me that there was a new update and I decided to click on "update and restart" as I had the night before on my desktop which I am currently writing on. After a few minutes it reached 99% and promptly froze, stuck on a blue screen that reads "Configuring Windows Updates - 99% complete - Don't turn off your computer." I waited for about 15 minutes before I lost my patience and decided to force shut down by holding down the power button because it was completely unresponsive and that was really all I could do. I had hoped it would manage to complete the second time around, but no such luck.

As soon as I booted it up again it went back to updating after the getting past the start up screen and froze again at 99%. This time I tried waiting almost six hours for it do complete, but nothing. It just stayed frozen.

I forced it to shut down again and this time I continuously pressed the ctrl+alt+delete buttons but the laptop ignored it and the problem repeated.

The third time I tried holding down the shift button when I booted it up and I held it down there the whole time until I saw the familiar blue update screen again.

The fourth time I left the computer on overnight because a common tip I've seen people suggest is to wait for periods between 4-8 hours and it's now morning and the laptop's been frozen for over 12 hours now.

I am at the end of my tether here and I really just do not know what to do. All guides I've found online haven't applied to my exact problem because they all give suggestions like "run setup from media folder" or "close the wizard and restart your computer" but the thing is completely frozen and there's no taskbar or anything, just the familiar blue screen.

I am stuck in a loop where every time I forcefully shut down the laptop and turn it on again it immediately goes to the blue update screen, slowly counting up the percentages until they reach 99 and it freezes completely. The little loading animation doesn't move, I can't move my mouse, the laptop doesn't respond to any inputs like ctrl alt del, win+r, nothing. I can't even get it to launch in safe mode, it just keeps going straight to "Configuring Windows Updates - X% complete - Don't turn off your computer."
