Windows 10: Stuck in windows repair loop

Windows repair loop appeared for me 4 days ago. I could not access the computer for 3 days. I saw all the posts on the forum on how to fix it and none of them would work. After 3 days I was able to access the computer but I had to reset to factory settings and I lost all files and documents. Today I got the windows repair loop again and I can't access it again. How to solve this problem permanently?

• Unplug the charger and remove the battery of your laptop, if using a desktop remove the power
  cord.

• Plug the charger/power cord and restart system
