Windows 10: Stuck on an endless loop of "Restoring your previous version of Windows"

Hi, so I accidentally updated my laptop to Windows 11 from Windows 10. So I tried to revert my laptop back to Windows 10, but now it's just stuck on an endless loop of "Restoring your previous version of Windows" screen

PC stuck in endless loop of trying to restore previous version of Windows and restarting.

• What are the options that you see under Options and boot options? If you can, please post here a screen shot.
  
• Was there a new hardware installed?
• Were there new apps installed?
• Have you done any recent driver updates?
• What is the current build and version of your Windows 10?
• What other troubleshooting steps have you tried?

Stuck in a loop of trying to restore previous version of windows

My laptop tried to update windows 10 which it hasn’t been able to successfully do in over a year. I stopped the update by powering off the laptop because otherwise it freezes before finishing the installation. Normally this would prompt my laptop to recover
the previous version of windows and then it would be fine, but in this case it got stuck. It is stuck in an endless loop of attempting to recover the previous version of windows and crashing. I cannot do anything including booting up my laptop in safe mode.

Has anyone had this issue? What are possible steps I can take to fixing this issue?
