Windows 10: Stuck on blue screen updating plus uncheck boxes on config windows r

Yes so I have problem 1 is I have uncheck boxes on the config windows r because I had trouble with my gpu did that and now I can’t log in use my pin so I tried to resent all windows 11 from volume 9 and it at 66 goes up to 88 then restarts and goes right back 66 do I just take it to a computer shop to get someone to look at it or there no way of saving it at this point?
