Windows 10: Stuck on boot screen

My pc is stuck on the asrock boot screen I have no idea what the issue is but it's been like this for around a 4-5 months now and I just thought to do this. Theres also the issue of no keyboards working on this screen so i cant launch into bios. It will also eventually after about 30mins-1 hour tell me to select boot menu and press any key on my keyboard or something like that.this happened while writing this so I've inserted a photo But the keyboard wont work so i cant even do that. Its also very very quiet which isnt normal for it. Does anyone know what new part i gotta buy or preferably h

I know it's a different model, but it might work.

Other suggestions:

1. Boot into the BIOS and reset it.
   
2. Update your BIOS from the official Dell site.

To understand the issue better, I would like to ask some questions:

• Is the computer stuck in the Installing updates screen?
• For how long is the computer stuck in the screen?
• When was the computer last updated?
• Is the screen showing any percentage of installation?

Sometimes the installation might take a long time to install if the update is of large size. So, I suggest you to wait for sometime and check if the system boots to the desktop. If it is taking a longer time, then perform a Power Drain by following the steps
provided below:

• Shut down the Computer.
• Remove all power source (including battery if it is a laptop).
• Press and hold the power button for 15-20 seconds.
• Connect the power source and start the computer.
• After the computer boots to the desktop, suggest you to install all the pending updates.
