Windows 10: Stuck on "choose keyboard layout" when attempting to perform system restore

Hey all,Stop me if you've heard this one. I just bought a used PC from around 2012. Originally came with Windows 7, was upgraded at some point to Windows 10. When I got the computer, I was surprised to find someone else's very personal files and information still on it. I decided the best course of action was to do a system restore to wipe the hard drive. When I attempt to do this, everything goes great until I get dumped into the choose keyboard layout screen - it seems as though my ports are deactivated. I've tried with an old PS/2 keyboard and a USB keyboard to no avail. I've tried d

Stuck in “choose keyboard layout” loop

My Acer laptop running Windows 10 is stuck in a choose keyboard layout loop.

Every time I select the US keyboard the laptop just shuts down and reboots.

It then comes back to the Choose keyboard layout page.

Is there a way to fix this that doesn't involve a whole lot of complicated steps?

I did a system restore on my Computer, that was upgraded to Windows 10 from Windows 7. I had been running Windows 10 ever since the upgrade became available. It started to do the restore operation, but it stopped at choose a keyboard layout and my
usb keyboard and usb mouse would not respond. So it won't finish the system restore. Is their way to fix this?
