stuck on downloading 2022-08 Cumulative Update Preview for Windows 10 Version 21H1 for x64-based Systems KB5016688

I didn't get a BSOD, but the install was stuck at around 78% so I restarted the PC and when I checked the update status, it stalled at 21%. I rebooted a second time and got a notification "We couldn't install this update but you can try again. 2022-04 Cumulative Update Preview for Windows 10 Version 21H1 for x64-based Systems (KB5011831)"
