Windows 10: stuck on reset at 8% for 2hrs

my pc has not been acting right for a while so I decided to reset. I would have made a restore point but as I said I have been having issues so I decided to reset and clean drives as well as a reinstall. I assume it takes a while for this process to complete, however I have been stuck at 8% for two hours. Mobo says AO still and the dotted circle is still spinning so there is no indication of a crash from what I can tell. It is just taking a very long time. I am wondering if this is abnormal. Again I chose to clean everything. Build isz390 gigabyte aorus masterintel i7 9700k2070 super gigabyte

Can you let us know why exactly are you trying to perform Reset of Pc?

As you system is stuck, we suggest you to hard reboot and then try performing reset again and check if the same issue occurs. If the same issue persists, then we suggest you to perform reset using Installation disk.

I would suggest you to download an ISO image of Windows 10 and try to create installation media using the Media Creation tool.
