Windows 10: Stuck on Windows boot screen until I restart//LiveKernelEvent 144

When restarting or booting up my PC, my PC will get stuck on the Windows loading screen. The loading circle animation still spins but my PC will not boot up until I restart it again. Since this began I have been having trouble running some programs mainly VALORANT.I reset my PC, reinstalled Windows and wiped all files in hopes of fixing this issue but the issue still persists. I am unsure as to whether this is related but when viewing my system problems report I am presented with this hardware error.
