Windows 10: Stupid Vpn hackers

Hello i keep getting promps to vertify as someone keeps trying to use a vpn and log on my userwhich is pretty anoying as they keep forcing me to change password, is there a way to man specific regions so if they try they see the email as closed? or ban ip's trying to log on not from my country? or anything to stop it from happening? only have my phone and my 2 pc's as trusted i can see russian us brazillian and german login atempts, i know its alot to ask but there must be some way that forces the hacker to be on a cool down or somethign to make him stop.. like ip banning all his vpn's ip's fo
