Windows 10: Stuttering/FPS dip in all games, while connected to LAN,WIFI

Stuttering in games, and bad performance. What i have tried. Changing the Settings From High to Low in games like CSGO, Valorant, League of Legends doesn't improve my fps or the stuttering. I have these random stutters during the games. On this rig my LOL fps is not going above 120 and it goes down till 90, on CSGO its from 200-300, on both games there is stuttering ingame. What i have also noticed is that the GPU Usage is always going from 0 - 100%. The temperatures of both GPU and CPU are good under 65C. What i have done is updating BIOS, changed XMP Profile for the ram to 2933mhz, Disable

Hi

I noticed recently all my games started to stutter/jitter whatever it is called. What is happenning is every few seconds there is a lag on the screen and as well as sound. this happened to all the games i currently play. I tried everything like updating
to latest graphics driver/sound driver changed all possible 3d driver settings on the nvidia control pannel but the stutter didn't seem to disappear. I have latest windows 10 home 1709. The games fps seems to be normal but it dups to 0fps every 3 seconds
for few ms. Then I tried to turn off the internet and the stutter seems to have disappeared. Initially i thought this is absurd but i tested this many times with wired/wifi so whenever i am connected to the internet all the games i play seems to start stuttering.
When PC is idle connected to internet the cpu/gpu seems to be around 1% use and temp seems to be normal and also during games GPU seems to be around 100% and temp seems to be max 70degree c. So nothing unusual but the issue definitely only occurs when i am
connected to the internet.

So initially i thought this was a bitcoin miner virus but wondows defender doesnt seem to find any virus in my pc. Can u please help diagnose the issue

 

Sudden FPS drop/Stutter

Since 2 days ago, I just turned on my Computer, and it starting having issues while I was playing Witcher 3 (starts with decent fpsm and then very low fps, dropping to 35, then 20, and stopping at 12 or so, in a matter of seconds, in a matter of 1min of starting the game), also stuttering without any high demanding programs, randomly. I was playing at 45-60 fps, without any stutters or sudden fps drop. Have tried other games the issue persists. Even setup everything to low settings.
I have ran several tests with several tools, all seems normal, no sudden memory spikes, or temperature raising out of the ordinary, nothing that would indicate such an fps drop or stuttering.

I also did the reset option on Windows10, completly cleaned out all my personal info from the windows partition.
So at this point, I am not sure if it is a software issue or a hardware issue.
Any suggestions are greatly appreciated.

Edit: I kept doing some tests to find out the issue. And this happened before and I was able to replicate it. Same thing happened as before, till I set it up to fullscreen, Alt+Tab from the game and then back to the game, FPS went up to 50 again, stable and good, dropped after a couple of seconds. After a bit it went to 2-5 fps, and I had to shutdown the game, because even the sound was getting messed up.

I am going to recommend you downgrade to Windows 10 1703.

Step 1: download Windows 10 1703 from the following link:

See how the game behaves under 1703 to isolate the problem.
