Windows 10: Stuttering in games and when watching videos

Hi, I have been getting stutters while playing games and watching videos since mid February this year. I got a BSOD while playing a game that was listed as MEMORY_MANAGMENT and it has been doing it ever since then. I feel like it is just a coincidence though as I am pretty sure I decided to update all drivers on my system when that happened.First of all I thought that it may be related to the fTPM stutter issue but I do not believe that this is the issue I am facing as it still persists with fTPM FULLY off. I have had this current pc build for over a year with no issues until recently.Asw

Video Stuttering

Not sure what started causing this issue recently but I’ve noticed movies have a frame stutter or refresh rate stutter or like frame drops on the Xbox Series X. It happens when watching movies on Disney Plus, Prime Video and Movies & TV.

I tried all the suggestions listed around the internet. None of them worked. When using the apps on my Smart TV the stutter/frame drop isn’t there. Even when using screen mirror it isn’t.

Just started sometime in March. Only thing that changed was an update in March. I have no idea what’s wrong.

 

Video and gaming stutter

Ok I have updated to win 10 from 8.1 and since all my videos I watch and games I play stutter. They will be playing fine then do it again about every 30 seconds or so. I'm running an amd r9 280x 3gb gpu. Any help?

 

Video Stuttering

I have windows 10. Since the upload, it has been acting kind of off. Especially when I am trying to watch a video. The video stutters a lot whther I am watching YouTube or Netflix. I have already tried to restart my entire computer. That did not work.
My mouse pad is also facing the same issue. I wonder if that it related. Any advice on what steps I should take? Thank you for your time!
