Stuttering in games caused by svchost process

Ok so in some of my games, when I am playing I get random stutters, the cause of which I have finally narrowed down to svchost being the culprit. Before I go any further my PC specs are:

    Core i7 6700
    GTX 1070
    16 GB 2133 Mhz RAM
    250 GB SSD
    1 TB HDD

I have Windows automatically control the size of the paging file for the SSD, right now it is sitting at about 2.4 GB. But of course it can change size depending on what Windows uses it for.

The exact name of the process is svchost.exe Service Host: Local Service (Network Restricted). When the stuttering occurs this process jumps to the top of the "Processes" tab in Task Manager and from what I've observed, uses about 10% of my CPU. That, for whatever reason, is enough to cause stuttering when I'm gaming. I have also noticed that at the same time my GPU usage drops to 0% for a second or so.

My computer in terms of programs is honestly pretty barebones. I've attached a screenshot of 95% of my programs (the bottom got cut off unfortunately, but they're just simple programs like Train Simulator and WhoCrashed.

I run Windows Defender and Malwarebytes as my anti-evil programs. Anyway, just trying to get to the bottom of this because stuttering is pretty annoying and persistent; I'm surprised that Windows would have something like this occur.

    :)

Audio stuttering caused by high latency in Windows 10.

Besides all the steps I listed above, I also ran a tracert to google. The result was 120 ms total, so I don't think it's a network issue. The clean reboot didn't help at all. So I just decided to do a system reset and start over. Unfortunately the problem
still persisted after the reset and now I lost a ton of data. I've spent several hours trying to get my system back to where it was in the first place and still have no solution to the original problem.

Here are pictures of my Task Manager/Startup tab and most of the processes running in task manager at the moment. Let me know if you need anything else:

Here are the pictures for the msconfig services. Let me know if there are any processes there that are known to be temperamental:

Sorry for the delayed response but I think I've figured out the cause of this problem. Turns out that after doing some more testing with all of my games, the stuttering occurs only in Battlefield 4 for the most part (this is where the svchost process would pop up every couple of hours and cause horrendous stuttering), and I played around with some of the settings for the game. For now, it seems that it is just a game related issue and it doesn't really occur all that often anymore, so I think I'm good to go here on out, at least for this particular topic. Thanks for the help regardless.
