Windows 10: Stuttering In Video playing and some games heLP

I’m having a stuttering problem on my PC, mostly while browsing like 99% of the time. Watching any movie or video is super annoying. I’ve tried so many things to fix it, but nothing works. Temps are not an issue either. If anyone knows what’s going on and can help or give suggestions, I’d appreciate it a lot. Here’s what I’ve tried so far, but no luck: 1. **Disabled Hardware Acceleration** in browser and system graphic settings: No changes. 2. **Changed NVIDIA Control Panel Settings**: Tried enabling/disabling V-Sync, G-Sync, limiting FPS to 162, and setting Low Latency Mode to Ultra.

Music and Videos stutter when playing back

One photo is with Wifi on(Bottom) and the other with Wifi off(Top). I see this gives us some info as to what is causing the latency. There is some terminology in here I am not familiar with. What do you think? What is the next step?

 

Video and gaming stutter

Ok I have updated to win 10 from 8.1 and since all my videos I watch and games I play stutter. They will be playing fine then do it again about every 30 seconds or so. I'm running an amd r9 280x 3gb gpu. Any help?
