Windows 10: Subject: Unable to Enable Microsoft Defender – "The Page Is Not Available"

Message:Hello,After downloading a file from Google, I cannot enable virus and threat protection in Microsoft Defender. I receive the following message:"The page is not available. Your IT administrator has restricted access to certain areas of this app, and the item you tried to access is not available. Please contact your IT support team for more information." Issue:I am unable to enable Microsoft Defender's protection. This is a personal computer with Windows 11, and I am not connected to any organization or IT. Windows Defender error: Page not available

Hi,

Thank you for writing to Microsoft Community Forums.

We understand your concern as you are unable to access
virus and threat protection on your PC. In order to get clarity and to assist you accordingly, please reply with the answers to the questions below:

• What is the make and model of the PC?
  
• Do you have any non-Microsoft Antivirus/security program installed?
  
• Are you aware of any changes on the PC prior to this issue?
  
• Does the PC connected to a domain/organization network?
  

Meanwhile, we would suggest you to perform these methods and check.

Note:
Important this section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection,
back up the registry before you modify it. Then, you can restore the registry if a problem occurs.

Follow the steps to take backup of registry.


Method 1: Reset Windows Defender.

1. Press Windows + R key to open Run command.
   

1. Type Regedit and hit the Enter key.
2. When the Registry Editor opens, navigate to the following location:
   HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\
3. Look for Windows Defender then delete it.
   
4. Restart the PC and check.
   

Method 2: Change Registry settings

1. Press Windows + R key to open Run command.
   

1. Type Regedit and hit the Enter key.
2. When the Registry Editor opens, navigate to the following location:
   HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\SecurityHealthService.
3. Click on SecurityHealthService and observe the
   DWord value for "Start" in the right pane.
4. If the value is set to 4 then double click on Start and under Value data change it to 2
5. Click OK, close registry editor and restart the PC to check.

Unable to turn off Windows Defender

As per description, you are unable to turn off windows defender.

I suggest you try restarting Windows Defender service and check if issue is resolved. To do so kindly follow the below given steps:

• Press Windows key + X key and type services.msc,
  hit enter.
• Search Windows Defender Service.:1) Windows Defender Service ; 2)
  Windows Defender Network.
• Right click on each and press Start.
• Restart your computer and check if issue persist.
