Windows 10: sudden frame drops windows 10

hello,I'm having an issue with my pc running games, some games its more noticeable than others, but every once in a while I have a small freeze .5 seconds or even less.the issue is its mainly in a rhythm or platformer game so it's really annoying.please note it's just after a windows reinstall from web so shouldn't be any corrupted filesthis probably isn't due to input or visual delay, it happens even on the title screen.and I have reinstalled all the necessary drivers, including the drivers for the GPU. What can I do to fix the issue?Thanks for your help :

Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Frame drops

What are the best ways to stop/prevent frame drops in games.

For example I have a Asus OG Strix 4gb Radeon RX470 but in games like Overwatch whenever I jump into the action my frames start to plummet

 

Low cpu usage and sudden frame drops in games

I tried all of the above things, even reinstalled the game but still problem persists. Game works fine for like 5min but then frame drops start again.
