Windows 10: Surface 3 with error code 0xc0000098, how to fix/reboot?

I tried starting my Surface today after not using it for about a week and the battery was dead so I plugged it in and got the error 0xc0000098 when attempting to boot. Tried to restart it but it doesnt seem like it is and I keep getting the blue screen with this message. Is there any way to boot a surface in safe mode?

The the 0xc0000098 error can appear due to a corrupted BCD (Boot Configuration Data) file. This can be due to a change in the hardware. There is also a possibility that Windows files or the hard drive was damaged on some cases. In this case, we suggest to boot
