Windows 10: Surface GO Firmware update 10-23-18 broke touch how to fix

Not 100% sure but after last week as of this (10/29/18) touch or pen no longer works on taskbars. I can only click on the bar with keyboard. so i cant get to app or any other taskbar icons like action center.

Notice one other thing since firmware update : The always on no longer works. After the update i the camera doesn't automatically look for me and the screen stays black. i have to hit the power

I went ahead and rest the GO. Did not fix any

Updates for Surface Book - Feb. 23, 2018

Earlier this month, on 13 February 2018, we released driver and firmware updates for Surface Book to Windows Update for Surface Integration and Surface Embedded Controller Firmware. Today these updates are now available on the Microsoft Download Center in MSI format. These updates provide improved system stability and battery reliability to Surface Book devices with Windows 10 Version 1703 (Creators Update) and above.

This update is available in MSI format from the Surface Book Drivers and Firmware page at the Microsoft Download Center. Click Download to download the following files:

SurfaceBook_Win10_15063_1801500_3.msi

SurfaceBook_Win10_16299_1801500_3.msi

For your reference, here are the driver versions that are updated in this release and the improvements they provide:

Surface Book:

Surface Embedded Controller Firmware (v90.2098.256.0) improves system stability.
