Windows 10: Surface Pro 7: USB-C hub not reading devices

Hi, I've been having trouble with the USB-C port on my Microsoft surface pro 7. I have tried to connect my android phone and USB-C hub with external hard drives attached. The port allows me to charge the laptop and charges the phone but It does not recognize the phone or hub/external hard drives for transferring purposes.

The hard drives are functional as they work with USB 3 port, also the hub works as It connected with another laptop.

I have tried to update USB drivers and have the most up-to-date system updates on the laptop.

I am emailing to check if you could walk me through some more troubleshooting that I might have missed?
