Windows 10: system administrator has set policies to prevent this installation

the whole reason i bought this computer was to use my 3d printer and it wont let me download the software and i just get the "system administrator has set policies to prevent this installation" error. i already tried the gpedit.msc it doesnt exist on my computer i cannot access it i cannot access the command prompt the option doesnt exist on my computer and the powershell option isnt there either and in my settings the change powershell to cmd option isnt there in personalization settings either so i have no idea what to do all the fixes for this are not possible on my computer and this is bs

When the message "The system administrator has set policies to prevent this installation" displays, a particular
Local Security Policy setting may be preventing you from running installations involving MSI files.

Try the steps below and check if it helps.

Step 1:

Run the software setup file as an administrator and check if it helps.

a. Right click on the setup file of the software that you are trying to install.

b. Select “Run as administrator”.

Step 2:

a. Click Start, type "Local Security Policy" (without quotes) and press enter.

b. Click on Software Restriction Policies.

c. In the right pane, double click on the "enforcement".

d. Select “All users except local administrators”.

e. Click Ok and restart the computer and check if the issue is fixed.
