Windows 10: System cannot find file specified error while installing applications

So, I am using Windows 10 Build 1803. I have been facing this issue lately that an error occurs when installing or opening an app : "The System cannot find the file specified". I got this issue while installing Razer Game Manager, uninstalling Google Chrome, Installing updates for some Dell Softwares. Is there any solution to this problem as the same error occurs in all those applications. so seems like something with Windows. Any help would be appreciated. Thanks.

(Sound like a possible "DLL-Hell" issue, but "Windows File Protection" &/or "System File Protection" should have countered for this... no biggie, there's ways around that too!)

Recently I purchased a game called rust. I have received an error saying

"Windows couldn't complete the requested changes"

"The system cant find the file specified"

I already tried this:

Let’s try simple troubleshooting steps and check if this helps in resolving the issue. I suggest you to uninstall and reinstall the
.NET Framework 3.5. Follow the below steps.

  Press Windows key + X and select
  Control Panel.

  Click on Programs and features, click on
  Turn Windows features on or off on the left pane.

  Click on .NET Framework 3.5 on the Window pop up to expand.

  Uncheck the box and check on Ok.
  
• To re-install it back check on the box and click on OK.

Also, I suggest you to install all the Windows update.
