Windows 10: system configuration does not work

Suddely, system configuration will not work. I try to check the number of cores or change bootup and nothing will register. It use to work fine.

Can you explain more what isn't working and any error messages and what does work?

 

'when I go to boot, I cannot check the no gui box and when I cannot go the Advanced configuration section to check my 'cores' ( I have 4.

When I use msconfig to view System Configuration, then click on the Boot tab and click on Advanced options...

Why do I need a screenshot? I when I go to boot, I cannot check the 'No GUI boot' box and when I when I go the 'Advanced options' section I cannot access it (When I depress the button nothing happens.
