Windows 10: System file corruption , apps failing to open, control panel blank

I have a major problem on my laptop:I recently downloaded this newest win10 update, October 10, 2023—KB5031356 OS Builds 19044.3570 and 19045.3570And thats when the problems began, I restarted my laptop, I tried opening Edge but this showed: msedge.exe - System ErrorThe code execution cannot proceed because msedge_elf.dll was not found. Control Panel Is Blank

For issue with blank Control Panel, I suggest you to run System File Checker (SFC Scan) as this could be an issue with corrupt system files.

System File Checker is a utility in Microsoft Windows that allows users to scan for and restore corruptions in Windows system files

Perform System File Check (SFC), and then check if this fixes the issue.

Follow the steps:

• Press Windows Key + X.
• Click on Command prompt (Admin).
• In Command prompt, type ‘sfc /scannow’ without quotes and hit
  enter.

Hello! I have a major problem on my laptop:

There are some similar questions already on the internet, but none seem to help.

I looked up this error in YT and realized that I cannot open Control panel, it just says file explorer on top left side and a blank page, my laptop info:
Processor

Intel(R) Core(TM) i7-10750H CPU @ 2.60GHz 2.59 GHz

Installed RAM

16.0 GB (15.8 GB usable)

System type

64-bit operating system, x64-based processor

Not sure where I can get more information ...

Also, if I spam the apps with the loading error a few times it eventually opens, thats how I'm writing this question right now.

I tried running sfc scannow commands and dism.exe /online /cleanup-image /restorehealth, both in poweshell and command prompt, just in case.

I have a few reasons why this might be happening:
.Either a windows update gone wrong

.Or I did a "trash" scan on CCleaner, and it might have done something, I scanned just before updating.

Also, is waiting for another windows update going to fix this? Like will it replace the broken files?

This issue could be because if some missing, corrupt or damaged files in your system. Kindly try the below methods and check if it helps.

Try to search for Control Panel and check if you could open it. If doesn't help, try the below methods.

Method 1: I suggest you to run System File Checker, which will check your system for missing, corrupt or damaged files and attempt to fix them.

Method 2: DISM:

If no corrupted system files were found in the previous state, then I suggest you to try the following steps:

• 
  Open command prompt by pressing Windows key + X and selecting “Command prompt admin”.

  In command prompt, type the following commands and press Enter after each command:
  
  DISM.exe /Online /Cleanup-image /Scanhealth
  
  DISM.exe /Online /Cleanup-image /Restorehealth
  

• 
  Close the command prompt and restart the PC and check if it works.
