Windows 10: System File Error

Hey guys, Looking for some answers here.
hopefully I can get some help with this system file error that I keep getting. The Issue is that Anytime I'm asked to do something that involves Admin Powers I get a System error. Now I tried running CMD, but I cannot run it as Admin otherwise it gives me the "System File error -1073741795 Or Sometimes I might get -1073741819. After Extensive research last night I Find out that the issue is somewhat related to the Windows "Sound system" So in order for my to use my Admin privileges I had to turn off the sounds to either "Windows Default" or "No sounds" And include turning my theme to "Windows theme" as well. I then Booted in Safe Mode to try to figure out what could be going on with the System. So I ran a CMD SFC /Scannow. There are File corruption from the Operating system and I have the Logs of the CBS windows File below for more information.

  Command prompt (Admin) to bring up elevated Command prompt.

  In Command prompt type
  sfc/scannow and press enter.
  
• Restart the computer.

If no corrupted system files were found in the previous state, then I suggest you to try the following steps:

• 
  Open command prompt by pressing Windows key + X and selecting “Command prompt admin”.
  
• 
  In command prompt, type the following commands and press Enter after each command:
  
  DISM.exe /Online /Cleanup-image /Scanhealth
  
  DISM.exe /Online /Cleanup-image /Restorehealth
  

• 
  Close the command prompt and restart the PC and check if it works.

File System error

Method 1:

This issue may occur due to some system file corruption.

• Click on User accounts and Family Safety.
• Click on User Account and then click on Manage Accounts.
• Now click on Add a new user and follow the instructions.

Sign-out from the current User account and sign in to new User account and check.
