Windows 10: System partition @ 29% fragmented in Windows 10

HelloI've been reading the threads on this matter, and if the System partition is supposed to be left alone and not de-fragmented, then a Is the 29% de-fragmented normal ?b there's a lot of R/W to the HDD affecting performance - causes the boot up the take some timeI've increased my ThinkCenter M92 memory from 8GB to 32 GB. While the R/W has lessened some, it still seemed excessive. Also performed the following sfc /scannowdefrag /C / allvolumesas administrator. Any suggestions ?

Partition 38% fragmented

Hello,

I use Norton security to defragment my hard drive. When I first tried that, it optimized all partitions. One of the partitions took a litle longer as it was fragmented 16 percent. I aborted the optimization at a remaining fragmentation of 8 percent. Recently,
I tried to optimize the C drive once again. However, neither Norton nor the Windows internal optimization feature let me optimize the Partition anymore. When I right click the drive and select properties, and then choose "Optimize" under the tools category
Windows displays a 19 percent fragmentation for the system reserved partition. When I click "analyze" the fragmentation rises to 38 percent. Despite of the "Optimization necessary" note next to the drive nothing happens when I click optimize except for the
38 percent going back to the regular 19.

Norton doesn't work either. It only tells me the following: "1 file optimized. Started with 38% fragmentation, finished with 19."

I also noticed that I have two system reserved partitions of whom one is 100% empty (OEM partition ?, 0% fragmentation). The other one is the heavily fragmented Windows 10 system partition. I upgraded from Windows 7 and used system restore multiple times.

I know that you are supposed to leave the System reserved partition alone but I don't understand why Windows would display an "optimization necessary" notification if that were the case.

You do not need to optimise a System Reserved partition. A System Reserved partition only contains the Recovery Tools image and related files. It is only accessed when recovery operations are initiated or for boot operations, and fragmentation has no significance I
suggest you leave it alone.
