Windows 10: 'System' Program Not Ceasing to Obliterate my Limited Hotspot Data!

Hey guys, I'm sure I'm not the only person this has happened to but yeah, I have a desktop at my parent's house I need to use sometime but they have no internet, so I have to use my phone's hotspot feature. It works fine on my laptop which also uses Windows 10 Pro so long as I don't do big downloads or high res movies.But this desktop DESTROYS my 15 gigs of ten-dollar hotspot data in the blink of an eye. I mean literally in a couple hours of me browsing social app websites while the 'System' app, according to my network data, just eats and eats, even though Windows 10 is marked 'up to date

Are you able to follow them?
In post 29 was the suggested dism repair command.

Data Usage In Hotspot

Click Start > Settings > Network & Internet > Data usage

Click in the list box for 'Show settings for'

Choose the connection

Click View usage per app

That should show you data usage for a particular mobile hotspot connection.
