Windows 11 Volume Mixer not remembering sound levels for "SYSTEM SOUNDS"

Brand new Windows 11 installation. Everything is up to date. Realtek Audio console is also installed.

I'm experiencing the same issue as here: Redirecting

I set System Sounds to 5% because they're jarring and annoying at max level. However, after sleeping the computer, the System Sound return to 100%.

Is this expected behavior? Is this a bug?

Please explain how to set System Sounds to a lower value and have it retain the setting. Thank you.

CPU constantly at 100% in task manager

So you didn't understand. Change the active plan to some other plan and change max/ min processor state values (not CPU) to something other than min %100 and max %100

    Just as a test.

If that has no effect then I don't have other suggestions.
